First, an important detail is missing: If MMS isn't working, don't bother trying to fix it until you've made sure Roaming is on (Settings > Connections > Mobile Networks). Until recently, MMS worked fine with the S8's default APN and with the one Consumer Cellular sent me. I believe my SIM card is a T-Mobile type, but I'm sure I've Roamed to AT&T networks, because Consumer Cellular uses both and if I turn off Roaming, MMS no longer works with any settings.

The settings for a properly updated/upgraded Galaxy S8 are not quite correct as of 7/12/2019. Since Jan 2019 (when I bought it), the Galaxy S8 has used only one APN setting (I can't even save different APNs and switch between them, as only 2 APNs, the Samsung default and one added one can be saved); so Internet and MMS settings cannot be separate settings. Furthermore, any attempt to save the settings with MNC set to 410 as shown for MMS settings will cause the S8 to delete the entire added APN definition. The settings listed for Internet only, currently appear to enable MMS as well. Go figure.

Might be worth mentioning that if you exit a created or edited APN definition without saving it, the S8 won't warn you and your work will be gone. To save, tap the vertical row of 3 dots in the upper right and tap Save...

The settings that I previously provided that work fine for me, are different from the official ones from Consumer Cellular. Their official ones work, too; HOWEVER, the official ones I got are for a T-Mobile Consumer Cellular SIM card. When they email customers the official ones, they send the ones that are correct for the SIM card they sent the customer. In other words, if you have an AT&T SIM card, you'll get different settings than what I got. So the best advice for Consumer Cellular customers is probably just to call them and ask them to email you the settings (if you're not a customer, you can't use their SIM anyway).

Still, even Consumer Cellular's instructions don't tell you to check your Roaming settings (if it's off, I can't send MMS texts), so:

To test APN Internet access, WiFi must be off.

To test APN data MMS, Roaming must be on (may need to be on, depending on signal tower?) and Airplane mode must be off.

To test APN WiFi Internet and MMS, Wifi and Airplane mode must be on.
